Guest Speaker Bio West Newbury Chief of Police Lisa Holmes Chief Holmes holds an Associates Degree in Criminal Justice from Northern Essex Community College, a Bachelor of Science Degree in Criminal Justice from Northeastern University, a Masters Degree in Criminal Justice from Anna Maria and a Juris Doctrate of Law from Mass School of Law and has been a member of the Mass Bar Association since 2000. Chief Holmes joined the West Newbury Police Department in 1983 as a reserve officer. In December of 1983 she was made a full time officer. In 1991 she was then promoted to the rank of Sergeant and held that rank until she was appointed Chief of Police in December of 2007.
